Reports to: Vice President Human Resources

Essential Responsibilities and Duties:

Position Summary:
The Employee and Labour Relations Specialist delivers human resources services and initiatives while providing leadership and assistance to operations within the Winnipeg plant to ensure that organizational goals are attained in alignment with Monarch’s Mission, Vision and Value statements. The Employee and Labour Relations Specialist manages day to day functions of the Human Resources department including recruitment, training, attendance management, performance management, labour and employee relations.


Essential Responsibilities and Duties:
• Ensures production departments are staffed with the optimal quantity of employees with the appropriate skills, training, guidance and motivation to ensure that safety, quality and productivity goals are attained. To achieve this goal, the Employee and Labour Relations Specialist works closely with managers and supervisors to:
      o Determine staffing requirements;
      o Develop recruitment strategies
      o Recruit and select applicants in an effective and timely manner;
      o Facilitate the on-boarding process with new employees;
      o Coordinate initial and ongoing training.
• Provide expert advice and guidance to managers and employees on human resource matters.
• Coordinate performance management practices to achieve continuous improvement in safety, quality, productivity, teamwork and employee engagement. This includes administration of performance appraisals, coaching and counseling supervisors and employees; consistent and fair enforcement of Company policies; and following up to ensure timely resolutions.
• Ensure labour relations are effectively managed throughout the bargaining unit to maximize long term productivity of all production activities, while supporting company values. This includes administration of the Collective Agreements; managing grievances; coaching supervisory employees; and liaising with the Shop Committee and representatives from the Unions.
• Manage accommodation issues.
• Encourage and promote positive and effective employee relations and engagement, including developing and implementing various employee engagement initiatives, communication initiatives, and associated metrics.
• Ensure that metrics and databases are accurate and current, providing analysis and solutions for continuous improvement.
• Support Collective Bargaining activities (i.e. collect, review and analyze collective agreements in preparation for negotiations).
• Provide input into, coordinate and promote employee events.
• Assist employees with payroll and benefits enquiries as they arise.
• Manage security functions such as video surveillance, door access and on-site security providers.
• Work closely with the Safety and Health Manager to improve safety throughout the organization.
• Work collectively on Monarch’s disability management program.
• Conduct all activities and execute all duties with enthusiasm and a positive, results-focused attitude.
• Support company initiatives and policies enthusiastically.
• Other duties as assigned

Education and Experience Required:

Education Required:
• Ideal candidate will possess a Bachelor of Commerce degree with a major in Human Resources Management / Industrial Relations.
• Applicants with equivalent education or similar combined with applicable experience may also be considered.


Experience Required:
• Several years demonstrating human resource management experience in labour relations, staffing, compensation and HR metrics.
• Experience within a manufacturing environment or similar preferred.
• Experience managing in an operational capacity is considered a definite asset.
• Experience interpreting multiple collective agreements is an asset.

Skills and Attributes Required:

• Confident and pragmatic approach, with the proven ability to build credibility and strong partnerships at all levels.
• Outstanding verbal, written and electronic communication skills required.
• Very strong sense of urgency with proven record of following through to meet deadlines and commitments.
• Energetic, self-motivated, creative and especially positive outlook.
• Understanding of current legislation and other aspects of employment and labour law, with a passion for continual personal development.
• Knowledge of HR trends.
• Proven ability to maintain confidences and ensure confidentiality of information and records.
• Complete proficiency with MS Excel, Word, Powerpoint and other common applications required.
• Demonstrated marketing and branding skills considered an asset.
